The proposed series will focus on the formation of the hedonistic New York nightclub Studio 54 and its owner Steve Rubell.
Chad Hodge wrote the pilot, which Hairspray producers Neil Meron and Craig Zadan will guide into production.
Hodge said: "The show is less about the history of Studio 54 than it is about New York in the late '70s, what people were going through, the political and social issues. Studio 54 is the backdrop for exploring that."
Zadan, who once visited Studio 54 with friend Liza Minnelli, said: "It really was a time that has never been seen again. Socially, politically, everything about it was unique."
Meron added: "It was the last hurrah before the era of AIDS."
The nightclub was previously the subject of the 1998 film 54, which starred Mike Myers as Rubell.
