The drama centres on Dan Hollister, an agent working for the special threat intervention task force at the Bureau of Alcohol, Tobacco and Firearms.
ER's Sherry Stringfield has also joined the cast as Elizabeth, Hollister's wife.
Fichtner is still contracted to Prison Break and must make the Fox drama his priority, however his deal to play FBI Agent Alexander Mahone doesn't extend beyond season four.
Surnow, the co-creator of 24, was able to secure Fichtner thanks to his close relationship with Fox.
