The actor, who played Dr. Greene in the medical drama for eight years, has already agreed to appear in flashback scenes in the show's 15th, and final, season.
Producers revealed this week that they have dreamed up storylines for all of the show's past stars and are hopeful of Clooney making a return.
However, the actor's publicist Stan Rosenfield said he had already declined the offer. "He is on record as saying he is not coming back. It is something he has already done. He is busy making movies," he said.
Speaking about Clooney's snub, Edwards told US Weekly: "He'd be a fool not to do it."
The long-running series is due to end with a two-hour finale in the spring of 2009.
