The show follows a compromised police chief in the New York borough and is seen by FX as a natural successor to The Shield, says The Hollywood Reporter.
O'Donnell, an Emmy winner in 2001 for his work The West Wing, will write and executive produce Staten Island.
The show was developed at Mandalay TV, the firm behind Showtime's Providence-set crime drama Brotherhood.
