The untitled show is inspired by Rapaport's friendship with a social worker living and working in New York. He will star in the project and act as producer alongside Leary.
"It will deal with the ups and downs and the goods and bads of what social workers do," Rapaport told The Hollywood Reporter. "It's going to be very touching and emotional, as what these characters do is so tough and gritty, but there also will be a lot of room for humour."
Bryan Goluboff (In Treatment) will write the show, which will be similar in tone to Leary's NY firefighter drama Rescue Me.
Rapaport is currently appearing in Fox's Prison Break.
