Rex Features
Tom Shadyac (Bruce Almighty) will direct the TV movie, which is based on the memoir Brother Sam: The Short, Spectacular Life Of Sam Kinison by Kinison's brother Bill and Steve Delsohn.
Shadyac spent several years trying to get a Kinison feature film off the ground with Universal before he eventually struck a deal with HBO.
Kinison, known for his manic and controversial stage persona, died in 1992 at the age of 38 when his car was hit by a pickup truck driven by a 17-year-old over the alcohol limit.
Fogler's acting credits include Good Luck Chuck, Balls Of Fury and voice work for Horton Hears A Who! and Kung Fu Panda.
