According to Fox, the 19-year-old contemporary dancer from West Palm Beach, FL has withdrawn from the show on doctor's advice.
"We are disappointed that Billy cannot continue dancing in the competition... and wish him a speedy recovery," said executive producer and judge Nigel Lythgoe.
Bell has been replaced by 21-year-old Brandon Dumlao, a hip-hop dancer from Concord, CA.
Lythgoe added: "We are fortunate that Brandon Dumlao has agreed to return."
The Top 20 will showcase their individual styles on a special episode airing tonight, before the judges match them with their partners for the first performance show which airs the next day.
Bell will make his first appearance on the Tuesday episode.
