The programme follows a British man who moves to LA to get closer to his daughter, a teenage celebrity. Paul Kaye has signed up for the lead role.
The project has been written by Ant Hines, who previously worked on Da Ali G Show, while Charles will direct.
The pair will executive produce the comedy alongside Eric Tannenbaum, Kim Tannenbaum and Mitch Hurwitz.
Charles, who made his name as a staff writer on Seinfeld, directed movies Borat and Brüno.
