According to Entertainment Weekly, the pilot is in development at The CW and is on track for a fall pickup by the network.
The plot is said to focus on the world of competitive college cheerleading. If Tisdale remains with the show, it will be the first time that she has taken on a character her own age since leaving the High School Musical films.
The programme is executive produced by Kevin Murphy and Smallville lead Tom Welling.
The dramedy is one of six shows in the works at The CW, including Betwxt, Nakita and an untitled Amy Holden James project about Harvard medical students.
