The pair will co-star with Will & Grace actress Debra Messing in the project, says The Hollywood Reporter.
The show centres on Evelyn Wright (Messing), a political conservative consumed by her flaws.
Curb Your Enthusiasm alum Hines plays Wright's liberal counterpart.
Fischer will portray Eveylyn's manager.
