The veteran comic actor joins Numb3rs star David Krumholtz in the project, according to The Hollywood Reporter.
The show, produced by Ron Howard and Brian Grazer, takes place in an Internal Revenue Service office.
Short has signed to play Krumholtz's smug boss. The character is reportedly similar to Jack Donaghy (Alec Baldwin) from NBC's 30 Rock.
The 60-year-old recently starred on the FX drama Damages.
