Deadline says that the pair are currently in negotiations with Fox about the project.
The untitled drama is said to be a high-concept procedural which focuses on people facing their phobias.
Speaking at the Humanitas Prize luncheon, Gordon explained that the main character is a psychiatrist, "the person people go to when everything else has failed".
Gordon also revealed that the series will have supernatural elements, adding: "We all are afraid of something, and fears keep us from living our lives."
Gordon and Murphy are expected to co-write and executive produce the project.
