Deadline says that the network won the show, based on the novel by Kim Gatlin, after a bidding war with CBS.
The project, which is described as "Desperate Housewives in Dallas", has been penned by Steel Magnolias writer Robert Harling.
It focuses on a recently divorced mother, Amanda Vaughn, who moves back to the Dallas neighbourhood where she grew up.
Harling will executive produce the project along with Darren Star, who has previously worked on 90210, Sex And The City and Melrose Place.
