Variety claims that Chameleon will focus on a cop who disappears for several weeks, later returning a "changed and delusional" man.
Fontana and Levinson will executive produce the series, which has been described as "a modern-day Don Quixote tale".
Rain Man director Levinson previously worked alongside Fontana on both Oz and Homicide: Life On The Street.
The pair's most recent project together was short-lived NBC drama The Philanthropist, starring James Purefoy.
