Cohen will collaborate with Sleeper Cell co-creators Ethan Reiff and Cyrus Voris on the new project, according to Deadline.
The show will focus on a team of CIA covert operatives who fought during the Cold War and are brought out of retirement as part of the agency's Special Activities Division.
Reiff and Voris, who are currently penning a sequel to this year's Karate Kid remake, will script the pilot episode, while Cohen is attached to direct.
The project is based on an initial pitch by Kapital Entertainment's Aaron Kaplan, who will serve as executive producer.
