The cable network confirmed in a recent statement that the project, which starred Diane Keaton as an influential Hollywood blogger, will not be going ahead "despite everyone's best efforts".
The Tilda pilot was previously reported to be undergoing reshoots, following the departure of original showrunner Cynthia Mort.
However, the option on the show's lead actors, including Inception star Ellen Page and Jason Patric, was due to expire in March and HBO ultimately decided to pass on the project.
HBO previously passed on both comedy pilot Documental and Alan Ball's All Signs of Death. Projects still in active development at the network include horse racing drama Luck, Aaron Sorkin venture More As The Story Develops and a political series from Super Size Me filmmaker Morgan Spurlock.
