The writer told Entertainment Weekly that the pilot, which was picked up by FX late last month, will not be a "slavish adaptation".
"I personally would like to see a world where the Powers graphic novels and the... television show run in parallel but flattering universes," he explained. "I am truly hoping that [the show] invents its own language of plot and storytelling as it goes."
However, he added that early episodes will likely contain some "very familiar elements" from the comic.
Bendis also claimed that the series, which follows two homicide cops who hunt down super-powered criminals, could "maybe invent a new mini-genre".
"It's a cop show in a superhero world," he said. "But because of the nature of the genre mash-up, we are able to strip away a lot of the cliché of either genre. We deconstruct and reconstruct and have a lot of fun doing it."
Former Battlestar Galactica actress Katee Sackhoff recently confirmed that she is in talks to star in the Powers pilot, which has been written by Walking Dead scribe Charles Eglee.
