The actor was a regular in the show's first season, but his character Dustin Powers appeared in just two episodes of the second run.
Addressing his absence, Hawkes told Entertainment Weekly: "Last season, most of it took place in Mexico and my guy has a family and is settled, so there was no need for me until the finale."
He added that he hopes Kenny Powers (Danny McBride) "stays local" in the upcoming third season.
"I don't think Danny's written it or anything," he said. "I would love to go back and be involved in season three. It is a great show and fun people."
Eastbound and Down will return to HBO later this year.
