According to Deadline, The Social Network director David Fincher is executive producing the project, which is based on a UK book and miniseries. Fincher has also signed to direct the show's pilot.
Spacey is executive producing the series with his Trigger Street Productions partner Dana Brunetti.
The original book and miniseries follows a British politician who hopes to land the job of Prime Minister as Margaret Thatcher's tenure comes to an end.
The series has yet to be presented to TV networks.
Spacey is also attached to the HBO drama pilot The Crux.
