Helfer is the third former Battlestar Galactica cast member to sign up for a role in the project, from writer and producer Ron Moore.
She will join Jamie Bamber and James Callis in the potential series, which follows a team of cops who investigate magical crimes.
Helfer, who recently appeared in a guest role on No Ordinary Family, will play Morgana, a necromancer who is an expert at brewing potions and casting spells.
Other actors confirmed for the 17th Precinct pilot include West Wing actress Stockard Channing and The Whole Truth's Eamonn Walker.
