The project, a remake of the UK series, will follow an elite police unit who investigate cases of identity theft and related crimes.
Deadline reports that O'Donoghue will play a former undercover FBI agent named John Bloom who joins his old colleague Martha Adams (Angela Bassett) in the fraud squad.
The role was played by The Wire actor Aiden Gillen in the original ITV series, which aired last year.
O'Donoghue recently appeared in horror film The Rite and has also featured in episodes of The Tudors and Irish drama series Proof.
Orlando Jones and Jay Paulson have also signed up for roles in the Identity pilot, which has been written by Eagle Eye scribe John Glenn.
