Deadline says that the four-hour drama focuses on the story of Lizzie Borden, the woman who was acquitted of murdering her father and stepmother in 1893 but faced public outrage.
Sevigny is thought to be heavily involved in the project and will executive produce as well as playing Borden.
Tom Hanks and Gary Goetzman are also thought to be producing through their company Playtone, which makes Sevigny's current show Big Love.
As well as starring in Big Love, Sevigny has previously worked on movies such as Boys Don't Cry and American Psycho.
