The one-hour drama currently has a working title of T*ts in the Pits, a reference to the NASCAR saying, "No t*ts in the pits", New York Magazine says.
The show focuses on a woman who is jilted by a famous NASCAR driver. In revenge, she decides to set up her own team and attempts to attract sponsors.
The project has been created by Keith Merryman and David A Newman, who recently collaborated on the movie Friends With Benefits.
Last year, NBC began developing a drama about NASCAR with Heroes writer Joe Pokaski but the project did not appear to move forward.
Starz is also currently developing a show about the life of Leonardo Da Vinci and a supernatural crime drama called The Brink with Gore Verbinski.
