The series, adapted from Brian Michael Bendis's original graphic novel, follows two homicide detectives who investigate crimes by super-powered individuals.
"We saw the possibility to do an interesting take on a cop show," Landgraf said of the series. "Once you have The Shield on the air, it's really tough to top that.
"You'll notice we haven't put a cop show on the air since then," he explained. "But we look for if there is a story we can tell for seven seasons."
Landgraf reasoned that the superhero genre has yet to fully emerge on television outside of shows like Smallville.
"Maybe the superhero genre is rope for innovation," he added.
The series will star Jason Patric and Lucy Punch in the two lead roles, opposite Charles S. Dutton, Bailee Madison and Alona Tal.
Powers began filming this summer for an expected launch this fall.
