Josh Berman and Peter Tolan have started developing the project for ABC, The Hollywood Reporter says.
The drama is expected to focus on a female FBI employee who is partnered with a homicide detective as part of a scheme to improve the relationship between the Bureau and the police.
However, the pair used to be engaged and have not been in contact since their wedding day, when the detective revealed that he is gay.
Berman, who is currently working on Drop Dead Diva, wrote the script for the project. His other credits include Bones, CSI and Vanished.
Meanwhile, Tolan has signed up as an executive producer but is not expected to be involved in the writing of the project.
Tolan recently finished his job on Rescue Me and has previously worked on shows such as The Larry Sanders Show and Home Improvement. He has also penned the screenplays for movies like Analyze This and Just Like Heaven.
Tolan recently had two pilots in contention - Brave New World and Council of Dads - but they were not picked up. This week, he was also linked to a new NBC sitcom starring Sean Hayes.
Other projects ABC currently has in development include a Sliding Doors style drama from the team behind Detroit 1-8-7, a sitcom starring Curb Your Enthusiasm's Jeff Garlin and a family drama called Americana.
The network is also considering a number of adaptations, with small-screen versions of The Nanny Diaries, The Lincoln Lawyer and The Incredible Hunk all in the works.
