The pair will team up with executive producer Howard Gordon to present a screenplay to 20th Century Fox by late this year.
All three would work as producers on the proposed movie along with Imagine Entertainment's Brian Grazer.
Star Kiefer Sutherland – also an executive producer on the series – has spoken previously about a movie and is attached.
Shooting is now likely to take place next spring and summer, if all goes to plan, between work on the show's sixth and seventh series.
