The project is based on real-life author and researcher Robyn O'Brien, who is determined to clean up the food industry, according to Deadline.
The potential series will focus on a congresswoman who fights for the underdog, while balancing her commitments as a wife and a mother.
Kurtzman and Orci will executive produce alongside the pilot's writer Anna Fricke and Heather Kadin, president of the pair's K/O Paper Products company. O'Brien will also serve as a consultant.
In addition to creating Fringe with JJ Abrams, Kurtzman and Orci worked on the 2009 Star Trek film and executive produce CBS series Hawaii Five-0.
Last year, they developed two projects for Fox - comic adaptation Locke & Key and action-drama Exit Strategy - but neither pilot was picked up to series.
Last month, Kurtzman and Orci also revealed their desire to produce a new Star Trek animated series.
