The X-Files creator will mark his return to television with the new female-led series, which will be a mystery police thriller, according to The Hollywood Reporter.
Unique will be produced by Media Rights Capital, who will begin pitching it to major networks soon.
The X-Files - starring David Duchovny and Gillian Anderson - ran for nine seasons between 1993 and 2002, along with two movies including 2008's The X-Files: I Want to Believe.
Chris Carter also created spinoff series Millennium, which ran for three seasons between 1996 and 1999.
Duchovny has previously spoken about his desire for a third X-Files movie.
