The drama is being written and directed by Frank Darabont, who worked on The Walking Dead until he left the show last July.
The potential series focuses on the long-running battle between the LAPD and organised criminals, led by former boxer Mickey Cohen.
Strong has now signed up to play Mickey's second-in-command Mike Hendry, Deadline reports.
Strong recently had a recurring role on The Good Wife and also appeared in the movie The Happening.
LA Noir will star Heroes actor Milo Ventimiglia, who has signed up to play a marine who becomes a "fixer" for the mob.
The Walking Dead's Jon Bernthal has also been linked to the project.
