Burns & Cooley will focus on the title characters - top neurosurgeons at a New York hospital, Deadline reports.
The pair are professional rivals and their relationship is further complicated by the fact that they are also physically attracted to each other.
Meredith Philpott - writer on MTV's Awkward - will script the Burns & Cooley pilot for ABC Studios.
Gross will also act as executive producer on the project.
Other pilots in development at ABC include an Incredible Hulk adaptation, a Romeo & Juliet update from producer McG (This Means War), and sitcom Dumb F**k.
