Friedman (Terminator: The Sarah Connor Chronicles) will script the sci-fi thriller, according to Deadline.
Set in a future world populated by both humans and robots, the drama follows a detective who must investigate the first robot-on-human murder and stumbles across an android rebellion.
The project marks Gordon's return to NBC, where he recently exec produced the Jason Isaacs series Awake - his additional credits include Homeland, 24 and Buffy the Vampire Slayer.
Friedman wrote the screenplay for 2005 Tom Cruise movie War of the Worlds and was a consulting producer on short-lived Bones spinoff The Finder.
He was also attached to Fox comic book adaptation Locke & Key, which failed to secure a series deal last year.
The pair's new sci-fi will be produced by 20th Century Fox TV and Gordon's company Teakwood Lane.
