His new project - titled Influence - will focus on two brothers who run a problem-solving agency, TVLine reports.
The siblings - one a "bipolar genius" with a strong knowledge of human psychology, the other a former con-man - combine their skills in their work.
Killen will write and executive produce the pilot, which would form part of ABC's 2013-14 schedule if picked up to series.
Other pilots currently in development at the network include an Avengers spinoff from Joss Whedon, a comedy-drama produced by Jennifer Lopez and a remake of UK comedy Spy.
