The Hero will be a competition starring the wrestler-turned-actor, and will see eight episodes starting summer 2013.
Johnson will executive produce alongside Dany Garcia, while it will be made via Ben Silverman's Electus and 5x5 Media.
The show will see 10 people in a house, taking part in a range of missions that aims to test their brains, skills and morality.
The missions will test the contestants on how far they can go to prove that they can be heroes.
The Fast Five actor will appear as a mentor and motivator, with one player eventually being named a true hero.
"The Hero speaks to everything I believe in when it comes to challenging ourselves, to becoming better people every day and to making the right choices while growing from the wrong ones," Johnson said.
Viewers will vote each week for their most heroic contestant, while social media will be used from pre-production to its live broadcasts.
"The Hero is a great fit for TNT's drama fans, whether they enjoy stories with a lot of action, suspense and danger, or stories that offer inspiration through the heroic actions of everyday people," said TNT's head of programming Michael Wright.
Dwayne 'The Rock' Johnson will return for The Fast and the Furious 6, which opens on May 24, 2013.
