The comedy - currently untitled - will focus on three very different brothers who work at a Florida army base, according to Deadline.
The premise is based on Biegel's relationship with his own siblings. 20th Century Fox TV will produce the pilot.
Biegel's past work includes a stint as co-producer on Scrubs with Bill Lawrence and later developing Cougar Town, again with Lawrence.
Cougar Town was dropped by ABC earlier this year but will continue for a fourth season on cable network TBS. However, Biegel and Lawrence will be stepping down as showrunners for the new episodes.
Other pilots currently in development at Fox include a futuristic cop drama from Fringe exec JJ Abrams and Joel Wyman, a Sleepy Hollow TV adaptation and sci-fi thriller Para Time from Life on Mars co-creator Matthew Graham.
