The project - titled Rake - is based on the Australian series of the same name, according to Deadline.
The series would mark Kinnear's first regular television acting role - the Oscar-nominated actor recently appeared on TV in mini-series The Kennedys and has also played guest roles on Friends and Modern Family.
The 49-year-old is best known for such films as As Good as It Gets, You've Got Mail and Little Miss Sunshine, but did host E! series Talk Soup between 1991 and 1995.
Rake follows Cleaver Greene, a brilliant but self-destructive criminal defence lawyer - Kinnear would assume the role of Greene, played by Moulin Rouge! actor Richard Roxburgh in the original show.
The US remake has attracted interest from both broadcast and cable networks and is currently being pitched to various outlets.
