The Dark Knight Rises actor Carbonell and Pan Am's Vogel are the latest stars to sign up for the Psycho prequel series, according to Deadline.
Written by Lost producer Carlton Cuse, the series will follow the life of a young Norman Bates (Freddie Highmore) and his mother Norma (Vera Farmiga).
Carbonell - also known for his TV roles on Lost and Ringer - will play the sinister Sheriff Royce Romero, while Vogel (Cloverfield, The Texas Chainsaw Massacre) has been cast as the sociopathic Deputy Zach Shelby.
British actress Olivia Cooke (Blackout) will also appear in the series as a childhood friend of future killer Norman.
A&E president Bob DeBitetto recently promised that the ten-episode Bates Motel will be "edgy, provocative and different". The show is expected to premiere in 2013.
