The project - produced by Universal TV and Scott Free Productions - revolves around a genius investigator who moves in with a compulsive thief.

A deal to pick up Monahan's script to pilot has not yet been finalised, though completing the sale is said to be a priority for NBC this television season.

Kline is best known for his film credits, including roles in 1997's The Ice Storm, the same year's In & Out and an Oscar-winning performance in 1988 comedy A Fish Called Wanda.

It was recently announced that the 64-year-old will play iconic actor Errol Flynn in a new movie titled The Last of Robin Hood.

Other pilots in the works at NBC include an adaptation of Nick Hornby's novel About A Boy, a new comedy from Community star Donald Glover and a modern-day update of Wuthering Heights.
