Adapted from the popular crime novels by author David Baldacci, King & Maxwell was previously in development at CBS before landing at TNT.
The potential series will follow secret service agents turned private eyes Sean King - played by The Closer actor Jon Tenney - and Michelle Maxwell - yet to be cast.
Hurst will play a character named Edgar in the pilot episode, Deadline reports. The autistic savant - and suspected serial killer - will help King to crack a crucial part of his case.
Best known for his Sons of Anarchy role as biker Opie Winston, 36-year-old Hurst also appeared on NBC's Medium and in such films as 1998's Saving Private Ryan, 2000's Remember the Titans, 2002's We Were Soldiers and 2004's The Ladykillers.
TNT is also developing Michael Bay's action-drama The Last Ship starring Grey's Anatomy's Eric Dane this pilot season, while Frank Darabont's gangster drama LA Noir is also still in contention for a series pick-up.
