Run Black focuses on a "brilliant and dangerous" prison inmate who is recruited by the FBI to help take down a criminal empire, Deadline reports.
The prisoner agrees to team up with a rookie FBI agent on the basis that he will receive a reduced sentence in return.
Mirren - the nephew of actress Helen Mirren - will executive produce Run Black alongside Horrible Bosses director Seth Gordon, who may also helm the pilot.
Gordon previously sold the comedy pilot B**tards to Fox, while Mirren was last reported to be working on a crime thriller series with Last Resort's Shawn Ryan in 2011.
Other new dramas in development at Fox this pilot season include a remake of Australian legal drama Rake starring Greg Kinnear and a modern-day take on the story of Bonnie and Clyde.
