CBS has ordered a pilot presentation of the show, which follows an off-beat murder detective (Davis) and her home life as a single mother.
The show is produced by CBS Paramount and ABC Studios, written by Jeff Bell and executive produced by Bell, Gene Stein and Nina Wass.
Davis, an award-winning film actress, last appeared as the lead in ABC drama Commander in Chief, which ended its run in 2006.
