Thomas Wheeler told reporters at the TCA press tour that the superhero drama has something for both "families" and "fan boys".
"For the comic book fan, you can drop in and have a great ride with really colourful, fun villains," he explained. "If you want some great drama, there's more than enough for you here."
The showrunner added that he was pleased with the show's ability to blend different genres.
"One of the things I love about The Cape is that initially it's this comic book show, but what we're finding is, you can be a fan of many different genres and enjoy it," he suggested. "There's a romantic storyline about this couple in love that you see in flashbacks."
The series, which stars David Lyons and Summer Glau, debuted on NBC with a double-bill on January 9 and attracted 8.45m viewers.
The Cape continues on Mondays at 9/8c.
