In an interview with Extra, Cowell said that he wanted to secure panelists for The X Factor USA who carry more weight in the A&R department than in the public eye.
"I would ask how many records have [The Voice coaches] made, how many artists have they discovered. That's where we have to be different on the [X Factor USA] judging panel," Cowell said.
"It's very important that you have people on the panel that have actually signed and made artists successful all over the world, not just have made hit records yourself. That's why you have a judging panel."
X Factor USA host Steve Jones and judges Paula Abdul and Nicole Scherzinger were recently let go from the show in a move which Fox executives have described as a "natural reassessment" of the competition's approach.
