Schofield tracks down the mysterious Whistler after Bellick reveals he is lurking in the sewers. Whistler claims that there is a price on his head and he must remain in the shadows. His reason for being in prison is killing the Mayor of Panama's son.

Sona prison's water supply is wiped out after a fight between two prisoners leads to the barrel being knocked over.

The scar-faced woman from the Company, who says she is called Susan, tells Burrows that due to political issues they must use covert means to break Whistler out of prison – namely Schofield. Burrows later meets with his brother and is given the note from Whistler that Bellick put in Schofield's pocket.

Sucre visits Bellick in prison, armed with a gun he recently bought. He learns that Maricruz wasn't kidnapped at all. Sucre heads off to Chicago to see his beloved lady, but he eventually heeds a warning from Burrows that he will cause her trouble if he goes near her. Sucre and Maricruz exchange a tearful farewell over the phone.

Mahone learns about Whistler from Bellick and, after making some enquiries, discovers that anyone who kills Whistler stands a great chance of receiving a pardon for his crimes via the Mayor of Panama. Bellick manages to secure some food from Lechero after telling him Whistler is down in the sewers, and the powerful inmate sends his crew to retrieve him. However, Mahone has already found Whistler and dug him out of his hiding den.

After figuring out Whistler's note, Burrows heads to a bank and finds the inmate's girlfriend Sofia taking out a book on birds from a safety deposit box. Burrows takes the book from her, but later gives Susan a different copy.

Some thirsty inmates are becoming unruly towards Lechero and Schofield offers his assistance with the under-fire prisoner in return for him protecting Whistler. However, his new underling T-Bag pours cold water on the deal, saying he is not to be trusted. Schofield opts to go ahead with the plan anyway, and makes an improvised explosive device that blows up one of the pipes and placates the angry mob by giving them water.

Lechero subsequently grants Whistler his freedom within the prison, displeasing Mahone. Schofield soon tells Whistler that they will escape – but he has no idea how.
