Miller replaced Jonathan Steinberg as showrunner for the Fox drama's second season, making a number of controversial changes to the series format.
He told Give Me My Remote: "I think [if the show is renewed] we'll take the things that were working really well in [the first two seasons] and just expand it [and] make the world bigger.
"[We'll also] bring back some characters from seasons one and two, like Baptiste (Lennie James), and the Tony Hale character [Harry]."
He added that a new season would also explore the origins of lead character Christopher Chance (Mark Valley).
"[We'll learn] how he met Baptiste," said the producer. "[That would be] towards the end of the season."
Miller also admitted that he is considering "adding... some new people" to the show's cast, following the addition of Indira Varma and Janet Montgomery in the second season.
"Not necessarily series regulars," he clarified. "But just new people who can come into our world."
Miller recently confirmed that Fox is still considering the future of Human Target.
