Chmerkovskiy argued with judge Len Goodman during Tuesday night's live broadcast after Goodman described his dance with celebrity partner Hope Solo as her worst of the competition thus far.
Hough said that while he did not agree with Chmerkovskiy's response to the criticism, the incident should be attributed to the high pressure and emotion that both the contestants and professionals are under.
"I was personally extremely surprised. I feel like the judges have been incredibly generous. But we're all very emotional," he explained to People.
"Being a seasoned professional, we know how the show works. We understand the ins and outs. Even last week, I pretty much told Ricki [Lake] exactly what the judges were going to say, literally verbatim. You know what to expect."
Chmerkovskiy has since defended the outburst, insisting that he did not intend to be selfish, and expressed his appreciation for the opportunity to be a part of Dancing with the Stars.
